I have a 2020 Specialized Pitch and it has the same zero stack headtube as the Rockhopper. I know the pitch uses a straight tube, but it looks like it can take a tapered fork. I emailed Specialized, but they are backed up in emails and haven’t responded. I compared the two head tubes and it looks like the Rockhopper used a tapered head tube.
NPT (National Pipe Thread) and NPS (National Pipe Straight) have the same thread angle, shape, and pitch (threads per inch). However, NPT threads are tapered, and NPS threads are straight (parallel). Some forks have straight steerer tubes, and some have tapered. Straight 1 ⅛ in steerer tubes have a crown race seat of 30mm, so they require a 30mm crown race. Tapered steerer tubes can taper out to 1 ¼ in (33mm crown race seat) and sometimes have integrated crown races (like the 2nd image), so no press-fit crown race is needed.

This is what it was purported to be. The crown race seat area where you're measuring should be more like 33.03-33.09mm (or around 1.302") but I suspect you're not pulling the caliper quite tight enough when you take the measurement. Originally, though they've never been a common size, there was such a thing as a 1-1/4" non-tapered steerer tube.
